Situated in the Tianjin Water Park Scenic Area, the Zhou Enlai and Deng Yingchao Memorial was built on February 28, 1998. It is a National Patriotism Education Demonstration Base, National Integrity Culture Propaganda Base, and a national-level cultural relic museum.

The Zhou Enlai Deng Yingchao Memorial Hall has a building area of 70,000 square meters. The basic exhibition area of the memorial is 13,000 square meters, which mainly includes three parts: the main exhibition hall, the West Flower Hall of Zhongnanhai in Beijing – a themed hall built on a 1:1 scale – and the Aircraft Hall.

Inside the main exhibition hall are: Zhou Enlai's biography exhibition "Premier Zhou Enlai of the People", Deng Yingchao's special exhibition "Deng Yingchao - A Pioneer of Women's Movement in 20th Century China". The West Flower Hall features both restorative exhibitions and a thematic cultural relic exhibition titled “Great Affinity".

The Aircraft Exhibition Hall displays the IL-14 type 678 aircraft, given to Premier Zhou Enlai by the Soviet government, which is a national second-level cultural relic.
